How Much Does Google Ads Management Cost in 2025?

By Jason Stern  ·  October 15, 2025  ·  Google Premier Partner, Enlightened Media

Google Ads management pricing is opaque by design. Most agencies don’t publish their fees. Here’s a transparent breakdown of what Google Ads management actually costs — what the numbers mean, what’s reasonable, and what you should refuse to pay for.

The Two Costs You Need to Understand

Google Ads has two separate costs that often get conflated. First: ad spend — the money you pay Google directly for clicks. Second: management fees — what you pay an agency or specialist to manage your campaigns. Understanding the difference matters because a cheap management fee on top of high wasted ad spend is not a good deal.

Most businesses should think about total investment, not just management fees. A PPC agency charging $500/month to manage $2,000/month in spend poorly is more expensive than a Google Ads agency charging $1,000/month to manage the same spend efficiently.

Typical Google Ads Management Fee Structures

Flat monthly fee: A fixed dollar amount regardless of ad spend. Common at boutique PPC agencies and specialist practitioners. Typical range: $500–$3,000/month depending on account complexity and the agency’s positioning. This model aligns incentives correctly — the agency makes the same whether you spend $2,000 or $20,000.

Percentage of ad spend: Typically 10–20% of monthly ad spend. Common at mid-to-large Google Ads agencies. The alignment problem here: the agency makes more money when you spend more, regardless of whether more spend is the right move.

Hybrid: A base flat fee plus a percentage above a certain spend threshold. Common at larger agencies. More complex but can align incentives at scale.

Performance-based: Fees tied to leads, conversions, or ROAS. Rare and risky for both sides. Avoid agencies that pitch this without fully understanding your business model — it creates perverse incentives around what counts as a conversion.

What Should Be Included in Google Ads Management

Campaign setup and architecture, keyword research, match type strategy, negative keyword management, ad copy creation and testing, bid management, conversion tracking setup and verification, regular optimization (not monthly — ongoing), and reporting. These are baseline, not premium.

Many agencies charge separately for setup fees (common: $500–$2,500), landing page optimization, call tracking, and additional campaigns beyond an initial scope. Ask specifically what is and isn’t included before signing.

Enlightened Media charges no setup fee. Every account includes full campaign build, conversion tracking, and ongoing daily management at a flat monthly rate. No percentage of spend, no hidden fees.

What a Reasonable Budget Looks Like by Business Type

Local service business (plumber, HVAC, dentist): $1,500–$5,000/month in ad spend plus $500–$1,500/month in management fees is a reasonable starting range for most markets. Very competitive markets (personal injury law, addiction treatment, plastic surgery) require significantly more.

E-commerce: Ad spend requirements vary widely by product margin and competition. Management fees typically run higher given the complexity of Shopping campaigns, Performance Max, and multi-campaign structures.

B2B services: Lower volume, higher intent. $1,000–$3,000/month in spend with strong conversion tracking often produces strong ROI if the average deal value is high enough to justify the cost per lead.

The Setup Fee Question

Many Google Ads agencies charge setup fees ranging from $500 to $5,000 for new accounts. The justification is that initial campaign build requires significant upfront work. This is legitimate in some cases and a red flag in others.

Ask specifically what the setup fee covers. If the answer is vague, it’s probably a revenue grab. A legitimate setup fee should correspond to documented deliverables: keyword research, campaign structure, conversion tracking implementation, ad copy drafts.

Enlightened Media does not charge setup fees. The full campaign build is included in the monthly management fee. If you leave, you take your account and everything in it.
